ARROW is seeking a consultant to develop a toolkit on right-based contraception as well as a directory on SRHR information and services for women, girls and young people in Malaysia. The toolkit and directory will be used by a variety of stakeholders in Malaysia and will be developed as part of ARROW’s ‘Strengthening Capacities towards Inclusive Development Pathways: A Crucial Pivot to Development in Malaysia’ project.
OBJECTIVE AND FORMAT OF THE PROPOSED TOOLKIT AND DIRECTORY
The proposed toolkit and directory will be two of the resource publications developed as part of the aforementioned project, and will cover the following areas:
● Toolkit: The toolkit will be an adaptation of ARROW’s ‘Advocate’s Guide on Rights-Based Contraception’ to fit the Malaysian context. The Advocate’s Guide can be seen here.
● Directory: The directory will be a booklet that will provide information on where to access SRHR information and services (including comprehensive sexuality education), across the project’s focus states of Selangor, Perak, Kelantan, and Sabah as well as at the Federal level.
The toolkit and directory will be aimed at CSOs, as well as the project’s target groups of girls, women, and young people in Malaysia and will be designed to respond to information gaps as well as to improve access to services.
SCOPE OF THE CONSULTANCY
The Consultant will be responsible for developing the comprehensive toolkit and directory and delivering the following outputs:
I. Outlines for the toolkit and directory for approval by ARROW
II. Regular check-in meetings with the ARROW team
III. Consultation with the project partners in the development of the toolkit and directory
IV. Draft of the toolkit and directory for internal and external review before finalisation
V. Final drafts incorporating internal and external review feedback
TIMELINE
The timeline for completion of the toolkit and directory is from August to December 2023.
REQUIREMENTS OF THE CONSULTANT
● Expertise in the areas of gender equality and SRHR issues such as sexuality, gender, sexual and reproductive health and rights, LGBTIQ+ rights, human rights and policy
● Expertise in the Malaysian context of health and SRHR services
● Has a gender responsive and inclusive approach
● Demonstrated skills and abilities in developing toolkits that are context-based and user-friendly
● Demonstrated ability to complete assignments as per deadline given
● Proven skills in producing quality work and outputs as stipulated in the EOI
● Excellent writing skills in English
FEES
The amount for the development of the toolkit and directory will be 4000 EURO.
