Expression of Interest (EoI) for End Evaluation Consultant – Project on Prevention of all forms of violence against women and girls with disabilities in Bangladesh

Purpose of the EoI (objectives and scope): ARROW is seeking an evaluation consultant team to come on board to work with the Evaluation Task Manager to evaluate and assess an ARROW project , implemented with our partner Women with Disabilities Development Foundation (WDDF) on prevention of sexual and gender-based violence in Bangladesh through realisation of sexual and reproductive health and rights (SRHR) of women and girls with disabilities currently being implemented in 5 sub districts (Bogura Sadar, Gabtoli, Sherpur, Sonatola, Kahalu) and 10 Unions under these sub districts in Bangladesh. This project commenced on 1 December 2019 and will end on 1 December 2022.

The key objectives of the evaluation are as follows:

  • To conduct an evaluation of the project for entire three years duration against effectiveness, relevance, efficiency, sustainability, impact area and the cross-cutting gender equality and human rights criteria in accordance with the OECD-DAC evaluation criteria. The evaluation should also factor in the effects of the Covid-19 pandemic as the restrictions including lockdowns significantly affected the project activities and timelines for which the project activities went through several stages of adaptations. This was particularly the case for activities that involved close interaction with the beneficiaries of the project which in this case comprised of women and girls with disabilities and the community they live in.
  • To do a quantitative and qualitative study (using focus group discussions, interviews or surveys) on the impact of the project interventions on the 1500 plus women and girls with disabilities and the community members around them (including family and friends) that we have reached out to through the entire duration of the project.
  • To identify key lessons and promising/emerging good practices in the field of ending violence against women and girls, for learning purposes.

 

Start date and duration: The contract for carrying out the end evaluation of the project will start from 20 December 2022 and end on 30 March 2023.

Key criteria for selection: External experts hired to conduct evaluations must have experience in gender equality, women’s empowerment and VAW/G and can demonstrate an ability to conduct a gender-responsive evaluation. A senior evaluator will be responsible for undertaking the evaluation from start to finish and for managing the evaluation team under the supervision of evaluation task manager from the grantee organization, for the data collection and analysis, as well as report drafting and finalisation in English. The Evaluation Team can consist of a mix of international/regional consultant(s) and national consultant(s) and have a Field Research Enumerator and Report Editor among other team members. The proposed methodology from the Evaluation team can include domestic travel although in-person data collection is not a strict requirement for the role.
