Expression of Interest – Consultant: ICPD+30 Bangladesh Country Monitoring Research Report

Purpose of the EoI (objectives and scope): The project is a collaborative partnership between; BRAC and Naripokkho and the Asian Pacific Resource and Research Centre for Women (ARROW) and the Right Here Right Now 2 partners who are seeking a consultant to monitor the thirty years of the implementation of the International Conference on Population and Development Programme of Action (ICPD POA) in Bangladesh and develop recommendations for its review at Asia Pacific regional level, at the Mid-term Review of the 7th Asia Pacific Population Conference (APPC) in November 2023 and Asia-Pacific Forum on Sustainable Development in 2024. The project will commence on 30 June 2023 and will end on 31 October 2023.

The consultant will be responsible for producing ICPD+30 Bangladesh Country Monitoring Report with a focus on Comprehensive Sexuality Education (CSE) and access to safe abortion in Bangladesh, covering topics related to the latest status of these two issues and measuring the progress, the gaps and challenges and finally developing the recommendations in accordance with the ICPD Programme of Action (1994) through the following steps:

  • Design, methodology and development based on partner inputs: Propose and finalise the methodology for collecting information including identifying data sources, data collection methods and analysis.
  • Review the findings and conduct any additional interviews that may be required for more information.
  • Based on the findings, draft and finalise the ICPD+30 Bangladesh Country Monitoring Research Report in accordance with the guidelines and existing ICPD national reports. The consultant will closely work with BRAC for the CSE part and Naripokkho for the safe abortion part, to ensure substantive content input.

 

Start date and duration: The contract for carrying out the research will start from 30 June 2023 and end on 31 October 2023. The finalised ICPD+30 Bangladesh Country Monitoring Research Report must be submitted by the consultant to BRAC and Naripokkho by 31 October 2023.

Key criteria for selection: The consultant must have at least 10 years of experience in the areas of gender equality, sexual and reproductive health and rights of women and young people, comprehensive sexuality education and access to safe abortion issues. The consultant will be responsible for undertaking the work from start to finish and for working closely with BRAC and Naripokkho; for designing the methodology for information collection, conducting some of the in-depth interviews that may be deemed necessary, reviewing the findings and writing the report in English.

The consultant will have the following desirable credentials –

  • Has a progressive stance on sexual and reproductive health and rights, specifically sexual rights and diversity of women and young people.
  • Specific research experience in comprehensive sexuality education or access to safe abortion.
  • Experience in collecting and analysing quantitative and qualitative data as well as data visualization
  • In-depth knowledge of gender equality and women and young people’s empowerment
  • A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used
  • A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
  • Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts
  • Regional/Country experience and knowledge: in-depth knowledge of country (Bangladesh) is required. Language proficiency: fluency in English is mandatory; good command of local language Bengali is desirable.

 

Payment: The consultancy fee and the fund for the amount budgeted for the monitoring research (USD5,000) will be transferred by ARROW once the finalised, copy-edited country monitoring report with all the supporting documents are submitted to and approved by BRAC and Naripokkho. The instalments will be paid as follows:

  • 50% upon signing the ToR.
  • 30% upon submission of 1st Draft of the ICPD+30 Bangladesh Country Monitoring Research Report.
  • 20% upon receipt of finalised ICPD+30 Bangladesh Country Monitoring Research Report.
