#HRC41 – Joint CSO statement on SRHR of adolescents and youth (French)

Déclaration commune des OSC exhortant les États membres à respecter, protéger et réaliser les DSSR des jeunes et adolescents lors de la 41ème session du Conseil des droits de l’homme Débat général au titre du point 8 de l’ordre du jour

 

Monsieur le Président,

Je fais cette déclaration au nom des OSC soussignées :xxx1 . Par la Déclaration de Vienne et de nombreuses autres engagements régionaux et internationaux, les États membres ont convenu de respecter, protéger et les droits fondamentaux des adolescents et des jeunes, y compris leur droit à la vie, à l’autonomie, à l’éducation, y compris l’éducation complète sexuelle, la survie et le développement. Cependant, de nombreux États membres hésitent à reconnaître le rôle de la sexualité des adolescents et des jeunes au-delà des liens avec la reproduction.

Les violations des droits de l’homme touchant les adolescents et les jeunes doivent s’inscrire dans le contexte de oppressions multiples et croisées. Des millions d’entre eux, en particulier des filles, sont contraintes à relations sexuelles non désirées ou mariages précoces2, les exposant à un risque de grossesse non désirée ou précoce, avortements non médicalisés, infections sexuellement transmissibles (IST), y compris le VIH, et accouchements mettant leurs vies en danger3. En effet, les complications liées à la grossesse et à l’accouchement constituent la principale cause de décès chez les adolescentes âgées de 15 à 19 ans dans le monde4.

Dans le monde entier, des exigences telles que les lois restrictives, les autorisations de tiers et le consentement des parents continuent d’empêcher les adolescents et les jeunes de réaliser pleinement leur vie sexuelle et leurs droits reproductifs. Maintenant on à faire avec la plus grande population de jeunes dans le monde qu’auparavant, des millions de jeunes aujourd’hui seront abandonnés si les violations des droits de l’homme qui nous concernent ne sont pas efficacement adressées et réparées.

Nous exhortons le Conseil des droits de l’homme à reconnaître et à réaffirmer les droits et la santé sexuels et reproductifs et les droits de tous les adolescents et jeunes à travers ses résolutions, dialogues, débats et les EPU. En outre, nous exhortons les États membres à respecter, protéger et mettre en œuvre les principes de santé de la reproduction et des droits de tous les adolescents et de tous les jeunes, avec attention particulière à ceux qui sont confrontés à des formes d’oppression multiples et croisées, notamment par reconnaissance de leur capacité juridique à avoir accès à l’éducation sexuelle complète et à des services de santé de la reproduction de manière autonome. En outre, les États devraient mettre en place des mesures visant à prévenir et à éliminer les violations de leurs droits et leur santé sexuels et reproductifs des adolescentes, y compris des actions visant à contrôler la sexualité des filles, les pratiques néfastes et les interventions médicales forcées ou interdites, aussi bien qu’à lutter efficacement contre l’impunité généralisée et fournir des adolescents et les jeunes, en particulier les filles, avec réparations effectives, accès à la justice et des garanties de non-récidivisme en cas de violation et de déni de leurs droits corporels.
